Rose-Francilia Baley, MS.Ed., NCSP is a Mental Health Clinician Intern and Psychometrist with more than twelve years of experience conducting comprehensive psychological and educational evaluations with children and adolescents. She also works as a School Psychologist in the New York City Public Schools, where she evaluates students with a wide range of learning, developmental, and social-emotional needs, including learning disabilities, ADHD, autism spectrum disorder, and emotional or behavioral challenges.
Rose-Francilia has extensive experience administering and interpreting standardized cognitive, academic, and social-emotional assessments. She is committed to culturally responsive practice and values a collaborative, family-centered approach that helps translate evaluation findings into clear, practical guidance for families and educators.
She earned her Master of Science in Education in School Psychology from Queens College and is a Nationally Certified School Psychologist (NCSP). She is currently pursuing a Certificate of Advanced Studies in Mental Health Counseling at Alfred University.
